These territorial documents outline the commitments, policies, and procedures we follow. Documents are updated according to changes in civil law, canon law, and other guiding safe environment organizations.

ANNUAL REPORT

Truth, Justice
and Healing

Since 2010, the Congregation of the Legionaries of Christ has been on a path of renewal, and in the field of care for victims and the development of safe environments it has publicly committed itself to be accountable each year for its commitments. Four reports have already been published.

In 2019, it published the 1941-2019 Report, a report of historical nature that collects and makes public all cases of abuse since its founding. From 2021-2025, it has published the annual Truth, Justice and Healing Report, primarily for victims, giving an account of the steps taken in its public commitments.

Safe Environment
Office

The Safe Environment Team aspires to prevent trauma, effectively respond to allegations, and pastorally intervene with all those involved in the situation. Our work is guided by the Congregation’s Code of Conduct as well as the safety standards set forth by Praesidium to maintain our accreditation for a safe environment.

Director of Safe Environment

The Director of Safe Environment leads/supports the team and program vision by focusing on prevention, early intervention, and crisis response, while also consulting with leadership, overseeing cases, facilitating policy, guiding aspects of formation, and implementing Praesidium safety standards for accreditation.

Abby Foley

Program Coordinator for Pastoral Care

The Program Coordinator for Pastoral Care accompanies individuals who bring forward concerns of any type/level, provides support and accompaniment throughout necessary processes and access to pastoral care, and also focuses on prevention through safe-environment education, presentations, and the development of practical guides and resources, serving as a reference point for mandated reporting and other safe environment related questions.

Kate Curran

Program Coordinator for Integral Health

The Program Coordinator for Integral Health provides prevention-focused wellness support, pastoral accompaniment, and crisis consultation, working closely with Safe Environment leadership to support priests’ well-being, healthy ministry, and care throughout their priestly ministry.

Nikki Hittle, MSW

Director of Safe Environment

BIO

Nikki Hittle is the Director of Safe Environment for the Legionaries of Christ North American Territory since November 2020. Under her leadership, the Legionaries of Christ North American Territory received the Praesidium Accreditation in May 2023 after evidencing full implementation of all the Praesidium Safety Standards.

Nikki was born in Columbus, Georgia. She earned a Bachelor of Arts in Elementary Education in 2000 from the University of Montana with certification in teaching grades Kindergarten-8th, a Master of Social Work (MSW) in 2008 from Eastern Washington University with certification in school social work, and educational leadership training and principal certification with Washington State University in 2012.

As an educator and social worker for 20 years, she has worked in diverse communities teaching at the elementary and middle school levels, as a social worker in high schools, and as a principal at the elementary school level. Nikki transferred her gifts and expertise to the non-profit sector focusing on developing trainings in trauma informed/sensitive practices and visionary leadership for building collaborative and positive communities providing safe environments for all…kids and adults alike.

In December 2022, Nikki was awarded the distinguished Praesidium Guardian Certification after completing an intensive workshop, educational modules, and impact project.

Abby Foley

Program Coordinator for Pastoral Care

BIO

Abby Foley is the Program Coordinator for Pastoral Care for the Legionaries of Christ North American Territory since March 2022. 

Abby grew up in Pittsburgh, Pennsylvania. She earned a BA in Criminal Justice from Mercyhurst University in Erie, Pennsylvania. While at Mercyhurst University, Abby took multiple courses about victimology, psychology, and law. Her senior year included an immersive internship at The Crime Victim Center of Erie County, where she gained first-hand experience with victim advocacy and prevention education. After graduating, Abby worked in childcare, which reinforced her belief that every human is valuable and should be protected at all costs.  

As the Program Coordinator for Pastoral Care, Abby applies her academic knowledge of victim advocacy with her experience in childcare to create and maintain healthy environments for all. She also develops educational resources which enable others to create and maintain their own safe environments as well.  

In February 2025, Abby completed the rigorous Certified Praesidium Guardian (CPG) coursework, which reinforced and expanded her knowledge on the protection of minors and vulnerable adults.  

Abby now resides in the state of Georgia with her husband, Kyle, whom she met in college. She participates in and leads various apostolates in the church and loves spending time hiking and camping in the North Georgia mountains.

Kate Curran

Program Coordinator for Integral Health

BIO

Kate was born and raised in County Kerry, Ireland. She earned her Bachelor of Music from the Cork School of Music in 2010. Kate has served in a wide range of ministerial roles, including Director of Faith Formation and Associate Director of Youth Ministry in parishes across Atlanta. In these roles, she led parish-wide catechetical initiatives, coordinated sacramental preparation, mentored staff and volunteers, and accompanied individuals and families through seasons of crisis, transition, and spiritual renewal.

As the Program Coordinator for Integral Health, she applies over a decade of experience in pastoral ministry, formation leadership, and relational accompaniment across the United States, the United Kingdom, and Ireland.

Having worked closely with priests for many years, Kate is a passionate advocate for clergy wellness. Her work is driven by a conviction that the health of the Church is intimately tied to the health and wholeness of priests. She is honored to contribute to a mission that prioritizes Christ-centered care, holistic wellness, and sustainable ministry for the clergy.

Louanne Theus

Administrative Assistant

BIO

Louanne Theus has been the Administrative Assistant for the Legionaries of Christ North American Territory Safe Environment Office since April 2025. She also began working as the North American Territory Archivist in collaboration with the Territorial Secretary in January 2026. 

Louanne was born and raised in Southern California. She earned a Bachelor of Arts in Child Development in 1998 from California State University, Northridge, a Master of Library and Information Science (MLIS) in 2018 from San José State University, with a focus on management, digitization, and preservation of cultural heritage and records, along with an  Advanced Certificate in Strategic Management of Digital Assets and Services, and also obtained a Digital Archives Specialist (DAS) Certificate through the Society of American Archivists in 2019. 

With over 15 years of experience in elementary education working for the Archdiocese of Los Angeles as a classroom teacher, as well as working in a variety of archival settings ranging from historical societies to academic institutions, Louanne brings her dedication as an information professional to this position. Her overarching goal is to serve the religious community by following administrative best practices, streamlining workflows, and ensuring proper handling of important documents.
